The applicator is part of product performance.
Droppers, precision nozzles, sprayers and treatment applicators create different dose and placement behavior. The formula and pack should be evaluated together.

No. The typical finished-product MOQ is 500 pieces per SKU, while fully custom packaging commonly has a separate 5,000–10,000-piece component minimum.
Who checks formula and packaging compatibility?
The required checks and responsible provider must be agreed for the project. The website does not claim a blanket internal-testing scope.
